The goal is for everybody to have a single account and password that will give them access to secure applications.  We think you'll agree this is a lot better than each web site forcing you to have a new account and password.

What if I don't have an account?
You can create one for yourself by filling out this form.  Shortly after you create your new account, a confirmation email will be sent to you.  You must confirm your account using this email before the web server will let you log in.

Why do I have to confirm my account?
The confirmation process is for your own protection.  It helps prevent someone from creating an account in your name and pretending to be you!

When an account is created, we require that an email address be provided.  An email message is then sent to that address with a confirmation hypertext link.  Once you click on the link, the account is activated and you can log in.  Until the account is confirmed, it cannot be used by anybody.

Unless somebody can read your email, you are the only person who can click on the hypertext link.  So you are the only one who can activate the account.  If someone did try to create an account with your email address, they wouldn't get the confirmation message - you would!  They would be unable to activate the bogus account.

I have an active account, why can't I get in to secure sites?
Simply having an active account isn't enough to get you into a secure site.  The person managing the site must also give you permission to enter the secure area.

I didn't request a WebUser Account - why did I get one?
If you didn't request an account yourself, someone else probably created one for you.  The confirmation email you received should have indicated why your account was created. 

If you don't want the account, simply ignore the confirmation email.  The account will not be activated unless you click on the confirmation link.  Nobody will be able to use your inactive account.  We will take care of cleaning it up later.

What if I forget my password?
The next time you need to sign into a secure site, you can enter your email address and check off "I've forgotten my password".  The web server will email your password to you.
